Start sketching on the right plane. I make a horizontal construction line on the origin. I sketch out the shape and define it. I extrude the sketch and revolve it around the construction line. I start a sketch on the face of the revolved base. I made two center circles in the middle and one stretching out to the outer circle. I sketch out the spoke an used the sketch fillet to make the edges. Then I trim off the extra bits off the sketch and then I extrude the sketch. I turn on temporary axis to see the middle of the shape then I use the circular pattern to copy the extrude all around the axis in the middle.
