This proposal seeks to break free from Tokyo's influence and dependency, leveraging the unique advantages of being a regional hub to create an information, disaster prevention, and cultural coexistence hub. The proposed site is a prime location in Sendai, equivalent to its face, where redevelopment is urgently needed due to the old Sakura-no-Koen department store site. By solving local issues and large-scale urban disaster countermeasures, this proposal aims to promote mutual understanding among diverse cultures sought after in Sendai. This single-handed approach will restore Sendai's regional identity as a hub city and establish its value as the heart of regional cities.
