All modifiers for instant prototyping are available in the source, with only 1-2 for each object, so understanding this will not be challenging. Just select the tire, then move vertices in 'Edit mode' from front view (press 1 on numpad), to your taste or blueprint image front view profile of tire, the same thing with the rims. The same thing with protector, it rotates around 'Empty_protector', so how many details you need, so many copies you must enter in array modifier, after that, you can press 'Alt+R' to reset rotating, and then select your empty, press 'R' then 'x' then you must enter the number what equals 360/how many your protector repeats, in my file the protector repeats 36 times, so I rotate empty for 10 degrees under X axis, all very simple. A video tutorial for this pipeline is not necessary, the method is as straightforward as possible and is based on a couple of fundamental modifiers.
