I didn't find a Bowden PTFE Tube Cutter that I liked, so I created this very simple one that uses a standard safety razor blade. It's obviously very important to cut the Bowden tube straight for a good press-fit against your printer nozzle. Razor blade slot width is 0.25mm, and Bowden PTFE tube hole diameter is 4mm. Of course the top of the hole is tapered in a teardrop shape just to prevent filament from clogging the hole while printing. V1 is a rectangular version. V2 is a hexagonal version. SCAD files included for additional customization.
