I designed my own wrapping paper cutting tool with a slightly larger and more widely available blade, featuring a tapered region to facilitate easy cutting. To use it, simply push the blade into the slot using long nose pliers. Recommended blades for this tool include the Swann-Morton Blade Size 26, BPSCA 113, or TL12869.
