Here are the simple but crucial 3D printed pieces for an economical DIY wire spool rack. They join hanger rods to frames using pipe clamps. The rest of the parts can be found at the local hardware store and fabrication is pretty straightforward; just some cutting to length. These are the essential parts used in the pictured wire rack. I spray painted the frame gold.
