Savonius-type wind turbines with 3 blades can indeed be constructed using hexagonal wooden pencils. However, please note that the PC fan featured in the image is not intended to be used as a generator due to its minimal output voltage (in the range of few millivolts) which fluctuates depending on the wind speed. The primary function of the PC fan in this setup is to serve as a low-cost pivot for the windmill, rather than a functioning generator.
