The device mimics a Dutch windmill with two units - water mill and air mill. Inside, it contains a small food dispenser for the aquatic life and a geared motor that powers the rotation of the blades through its connection to the head of the apparatus. There is also a miniature pump for moving the water. Its operation can be scheduled using a timer device.
