Wind Wheel -Painted

I acquired a weld-assembled decorative wheel from a craft fair in Long Beach, NY, but unfortunately, I don't have the vendor's contact information. What intrigues me about this wheel is its creator's innovative use of stainless steel ball bearings, which result in minimal friction and allow even the slightest breeze to set it in motion. In an effort to enhance this design, I've modeled it in SolidWorks with plans to modify it so that the wheel can pivot on its base, following the wind direction. This may involve incorporating a thrust bearing for smooth movement and careful balancing to ensure equal distribution of mass. The wheel currently has a black oxide finish, which I've enhanced with my own paint job.
