The sensor is an infrared LED Transmitter/Receiver Pair The light path is broken by a rotor with three windows. The pulses are received by the Arduino Mega 2560 interrupt pins. To prevent multiple triggers if the rotor is not rotating and at an open window two pair are used in a flip flop method where one set will trigger a count and the other set must reset for the next count to be accepted. Low friction bearings are used to allow rotation in low winds. The Cap is to Weather Proof the bearing. The receiver LED's are inside the rotor to prevent light saturation from the sun with the transmitter LED's on the outside of the rotor.
