Wheel Linkage Assembly

I started by using the concentric mate to get the rod onto the wheel, then used another concentric mate to get the smaller rods circle to line up with the bigger ones circle, I then used coincident to get the parts to touch each other. I then used and angle mate to put the rod in the position I wanted.
