I found the hand model at https://www.thingiverse.com/thing:1524972, and I scaled it down to 60% for printing. Two low-cost stepper motors (24BYJ) handle rotation along two axes. To attach the arm, you'll need a small amount of glue or a short connecting pin. This project serves as a foundation; use your creativity to place it in a spooky Halloween setting. A 5-volt power supply or three AA batteries will get it up and running.
