This is a support structure I've designed for the waterwheel: https://www.thingiverse.com/thing:7715 The rod should fit snugly within the structure without needing any nuts. Although, I've included nuts in case you want to lock the horizontal position of the waterwheel or tighten the rod to the structure. The customizer created the nuts and rod at this link: https://www.thingiverse.com/thing:193647 If the provided rod is too large for the waterwheel's hole, feel free to create a new one with a smaller diameter on the customizer mentioned above. For optimal strength, I recommend 100% infill for both the rod and nuts. Use 0.12mm layer height for these parts. For the structure, use 35% infill and 0.2mm layer height. I designed this using Fusion 360. Feel free to comment – it's my first design on thingiverse!
