This is a Von Karman rocket nose cone designed to fit a 3 inch tube. The exact dimensions of the tube I designed it for has an OD of 3.1" and an ID of 2.9". The shoulder of the nosecone is 3 inches long and the cone itself is 6 inches tall. The shoulder has a place to loop a shock-cord without the need for a separate bulk-plate or any adhesive. Simply thread the shock-cord through the hole and tie a knot.
