Vertical blind repair tab

I'm going to fix this F^&@ing vertical blind that always breaks down. These generic blinds are a mystery - I have no idea what they're made of, but it feels like some kind of weird composite material. The repair process is straightforward: First, clean the area where the tape or glue from previous attempts has been left behind. Next, figure out what this stuff is made of - it's incredibly fragile and feels like a mix of bone dust and candle wax. Using flush cutters or sharp scissors, trim the broken section to size. Seriously, what kind of plastic is this? It's ridiculously easy to damage - a toddler could turn it into powder with one hand. Now, take a single drop of CA (super) glue and attach the repair tab to the inside of the blind. Finally, use a weight or a binder clip to clamp the tab in place while the glue cures.
