Print in vase mode or spiralize the outer contour, setting top layers to zero and bottom layers to three. This design can be scaled to fit any requirement, as shown by its 110-meter tall and 70-millimeter wide dimensions. Although it has not been tested for water resistance, a photo of your print would be appreciated if you decide to make it.
