I've created a bottle organizer that's stackable and designed specifically for 17ml paint pots from Vallejo. Simply pop the bottle into place and it will stay put. The default STL configuration is a 5x5 grid, optimized for my Flashforge Finder's small print bed (14x14x14cm). If you need a different setup, feel free to edit the OpenSCAD file as you see fit. Update: I've corrected an issue with the Citadel organizer and added a new .stl file to accommodate a 22 x 22 cm build plate - now capable of holding up to 64 bottles.
