This is a friction adapter to allow mounting a standard 1 1/4 vacuum cleaner nozzle to a flat panel or lid of some type. I've used it on the lid of a large bucket to act as a siphon to empty water from a holding tank. I install it with the protruding part inside the bucket to protect it. The coller or ring is to help clamp things from both sides and reduce leaks.
