This is a Vacuum diffusor. It's essentially a 90-degree pipe that directs the air blast straight upwards instead of out the back. The problem with it is that it tends to blow everything behind you while you're cleaning in front, which can be really frustrating. This particular part fits a 58mm outlet on Shopvac Bucket Vacuums.
