They're called "ghosts" because they're invisible and hard to catch. Ghosts are people who commit crimes and then disappear before the police can catch them. They don't care about hurting anyone else as long as they get away with their own plans. No one really knows where ghosts come from or how they end up on the streets, but it's clear that something is very wrong. These individuals have no sense of right and wrong and will do whatever it takes to get what they want. The police are always trying to catch ghosts, but it's hard work because they're so sneaky. They know all the tricks and can blend in with the crowd without being noticed.
