Taking inspiration from Halcyon25 on www.405th.com, I prefer not to cut out every layer and glue them together as the plastic printed pieces provide more durability than glued paper. Visit http://www.405th.com/showthread.php/37753-Halo-ID-Card-w-Military-ID-card-influence.-(pic-heavy for a printable version of your card. Customize your card faces with your own information and picture, following the instructions on the website. Then, print the UNSC ID.stl file, cut it out, and use hints like overhead projector plastic to achieve a see-through look. Print two UNSC Identity Cards, reversing the second one. Sandwich paper ID between 3D printed parts by applying glue, aligning, and pressing firmly to flatten. Alternatively, for UNSC ID CARD.stl, follow steps 1-2 above, then glue paper parts inside as if in a picture frame. Be cautious of your ink or laser printer software possibly changing the size of your ID card on paper; either rescale the picture before printing or adjust UNSC_ID.stl to fit accordingly.
