The Type 99 closely mirrored the design of its predecessor, the Type 96 light machine gun. While sharing many parts in common, it made significant improvements over earlier models. Notably, it did away with the oiler and boasted enhanced primary extraction, resulting in increased reliability. Early iterations featured a mono-pod integrated into the stock and a flash suppressor attached to the muzzle, which was secured via a threaded section of the barrel. A detachable curved magazine mounted at the top held 30 rounds, while the finned barrel allowed for swift replacement to prevent overheating. Standard issue infantry bayonets could be attached to the gas block beneath the barrel, but this feature proved largely inconsequential in combat due to the gun's weight and the fact that the blade was obstructed by the flash hider when fixed on the muzzle.
