A towering structure rises from a hill that defies nature itself. You can choose to print the tower separately or as one cohesive piece, either way supports are unnecessary. For optimal results, I recommend printing the tower at a slower pace with a reduced layer height. Additionally, when it comes to the stairs, consider increasing the infill percentage to provide extra support, and don't forget to add multiple top layers for a smooth finish. My own print, done with 15% infill and four top layers, showed some minor gaps.
