This is a simple turn signal stalk for driving simulators made to fit a 4 position joystick switch, specifically this model from eBay: [XD2PA24CR](https://www.ebay.com/itm/401288008596), but I assume that most of these probably have the same size shaft (6mm). You will need to unscrew the joystick and crush the plastic ball on the end, then fit this on the shaft. It should be a tight fit on the shaft, and end a little past the end of the boot so that it will sit flush against it when it springs back. When screwing the joystick back on, fit the plastic extensions from the joystick within the grooves on the body (pictured), hold the joystick in place, and screw it back on. I have included the Fusion 360 file in case you need to make adjustments to fit another model.
