It's this weird contraption with no visible function in the Home & Garden section. Despite its lack of practical use, it showcases how a turbo charger/turbo pump works. By connecting the turbine side to a running garden hose and attaching the compression side, you'll get a makeshift water pump. I didn't need rocket science for this; just some quick research on pictures online and a little experimentation did the trick. Based on the volume of water pumped versus what's entering the turbine, it appears this DIY setup is only about 20% efficient.
