People can't afford rents even with multiple minimum-wage jobs. Due to reduced federal aid, California struggles to address its own homeless crisis, exacerbated by the influx of out-of-state homeless individuals. This village is part of our Trump-era developments. It appears that people from Southern border areas work and don't live on the streets here. This model was captured from a BART train as we crossed over Oakland's industrial districts.
