The fourth plinth in London's Trafalgar Square has long been a subject of discussion regarding which sculpture should top it off. The famous fountains that now adorn the square were also met with skepticism when first introduced, years after the public was allowed to visit. In 1841, building plans were finalized and it was agreed upon that two fountains would be installed in the square to counteract the effects of reflected glare from the proposed asphalt surface. The First Commissioner of Woods and Forests welcomed the plan not only because the fountains would reduce open space for public gatherings but also minimize the risk of riotous assembly. The two new centerpieces were designed by Sir Edwin Lutyens as memorials to Lord Jellicoe and Lord Beatty, but they were later removed and placed against the northern retaining wall after World War II. The fountains were then restored, with the originals relocated to Ottawa and Regina. The introduction of Tritons in the Eastern fountain, designed by sculptor William McMillan, and Mermaids in the Western fountain, also created by McMillan, marked a significant addition to the square. McMillan was a British sculptor and medal-designer who operated throughout the 20th century. Both Wikipedia and The Oxford National Dictionary of Biography have described him as tall and extremely handsome. He was elected an associate of the Royal Academy in 1925, a full member in 1933, and a Senior RA in 1962. From 1929 to 1941, he served as Master of the Royal Academy Sculpture School.
