This is a very, very simple design but I thought it might help someone else who is having issues with their Toto C5 Washlet. The mounting plate for a Toto C5 Washlet definitely wobbles. The rubber that accepts the mounting bolt does not stay fully inserted into the toilet bowl holes when you tighten the bolt.I first thought to put a stack of washers between the mounting plate and toilet bowl but on my Kohler toilet, the holes are partially covered by the mounting plate and round washers would have a segment that got in the way.With the spacer the mounting plate is fully secure. The is still a little bit of play between the C5 and mounting plate but that is probably by design.
