I started off by using the dynamic mirror tool and sketching the top half of the model, and inputting the measurements correctly. Then, I revolve boss based it by 360 degrees. Then, I added a straight slot cut extrude going through the top of the model. Then, added a double circle cut extrude on the bottom corner of the model. Then a cut extrude was added into the side of the model followed by a fillet in the inside corners. Lastly, I added a circular mirror cut extrude along the side outline of the model, creating the nine holes you see.
