I was in need for a tool to create waves in curtains for my [equipment wagon in 1/120 scale](https://www.thingiverse.com/thing:6207183) I experimented with two "wave length" -- 1,0 mm and 1,6mm for a full period. There is nothing special with this design and you can use, change or scale it, according your needs. I was using thin wet (cigarette) paper, press this between 2 of them and let it try.
