This is a common tissue roll holder used in Malaysian toilet paper installations. If you need to print one, simply printing the longer portion without requiring high precision will suffice, as a resolution with no infill greater than 5% is sufficient. First, print the longer piece, then insert a sponge into its end and press-fit the shorter section onto the long piece - it will work perfectly.
