My mom saw this online and asked me to make it for her for mother's day. Through a painstaking process of trial and error, failed prints, leveling problems, and running out of filament, I made it work. As the original design was not made for toilet paper, nor to be hung, I had to make some serious modifications to the original design. You need to print 4 of the male sticks and 4 of the female sticks to get the tic tac toe board alone, then you only need to print 1 of each base to get that bottom shelf for hanging. You could in theory make multiple shelves to make a frame. I chose not to do this after spending way too much time on this, lol. The tolerances for the connection pieces are very slim, this ensures they won't fall apart and will be strong. I recommend filing down the edges where the sticks slide into place to ensure a smooth fit, do not file the male and female connection pieces otherwise they won't hold. I also recommend a 10% infill as to take less time and filament.
