Asset for Cities: Skylines. Development began at SARB's Severodonetsk plant in 1964-1970. The minibus was designed with the prevailing automotive style of that era in mind. Its horizontal fins and four headlights were hallmarks of cars from that period. Produced in limited quantities at plants in Severodonetsk and Lugansk, due to a lack of government interest in mass production. Routes in Moscow, Crimea, and other Soviet Union territories featured this vehicle.
