The GAZ-21R "Volga" emerged as a prized asset for Cities Skylines. Born at the GAZ plant in Nizhny Novgorod / Gorky from 1956 to 1970, this iconic vehicle underwent a significant transformation in 1962, earning it the title of "The Third Series." As part of its modernization, a sleek new radiator grille known as the "whalebone" design made its debut, accompanied by the removal of the deer emblem and molding from the hood. The interior received a stylish refresh, while two-color factory paint jobs became rare, except on taxis and special orders. The GAZ-21R proudly held the distinction of being the most popular car in the Soviet Union, with a presence that extended into Europe, Asia, and even America.
