This is a spool holder for the Tevo Flash 3D printer. To build it, you'll need four pieces of 17 x 35 x 10mm steel ball bearings. The spool holder's width can be adjusted by turning the knob. You can install the bracket that holds the whole spool holder from the backside of the printer by sliding out a bit of the electronics housing. To purchase the necessary ball bearings, you can visit Amazon and buy either five pieces or ten pieces of 17 x 35 x 10mm steel ball bearings.
