This is my take on a tadpole fishing bait - attaching a weight to its belly will give it some balance. Its realistic swimming motion makes fish think they're onto a free meal, making it an effective target. After multiple designs over several hours, this lure is now looking pretty good for catching fresh water creeks, streams, rivers, and lakes.
