I've purchased a bunch of "tactical" flashlights from Amazon, and they're all basically the same light rebranded under different brand names. Two brands are pictured here. They feature an adjustable beam that can be set for a super-wide beam, making them perfect for hands-on work. The cheapest version I found comes with 2 flashlights for $10: https://www.amazon.com/gp/product/B01M6E9UEO/ The holders use two #6 screws to attach them. The one pictured was attached with some 3M VHB tape inside a storage bay on my motorhome. This particular bay only has cleaning supplies and is always unlocked, so I don't need a key to access the flashlight quickly. One ring is larger than the other - the bigger ring is at the top to fit the bevel of the flashlight's head. You can leave the tether on the flashlight if you like; just drop it through the rings as the light goes in. I might make another version that uses rare earth magnets to secure the holder to metal surfaces. I've included the Fusion 360 file so you can modify it to suit your needs.
