This project originated from the devastating events of 3/11 and has been in development since that time. The structure incorporates a ball/bowl earthquake isolation system as its foundation, which was featured on TV. Additionally, its first floor height makes it theoretically floodproof up to 15 meters. Although not part of this project, city-wide tuned mass dampers help mitigate ground movement effects. The site will be leveled by adjusting the concrete base's height within a steel box, which is said to be as strong as solid steel. The first floor is designated for plumbing, electrical distribution, public transportation, and other services. The second, third, and fourth floors are for buildings and regular traffic. Energy-efficient LED lighting is recommended for lower levels due to its full power during daylight and reduced usage at night. To meet required "live load" and "dead load," column dimensions may need adjustment, along with a 50% reserve. The use of 8.8 or stronger steel bolts and nuts is essential. If successful, this project could prevent numerous reconstruction efforts following natural disasters; however, its construction remains uncertain.
