The stir plate for homebrew yeast starters uses a 12V fan, but it couldn't go slow enough even with a PWM controller. To fix this, I made one that works with a typical motor. You can modify the DXF file to suit your motor size (mine was 1.4" in diameter and 3 inches long). The design also includes a mount for a PWM controller (http://www.amazon.com/gp/product/B009HKFAIQ/ref=oh_details_o03_s00_i00?ie=UTF8&psc=1) and uses magnets from Amazon (http://www.amazon.com/gp/product/B001ANVAHI/ref=oh_details_o04_s00_i00?ie=UTF8&psc=1).
