I found pairs of 0.5" (12.7mm) dowels at the dollar tree (Local store where every item costs USD $1.25. With the plastic, the entire spool holder should cost you less than $2 USD. The dowels are press-fit into the holes. I wouldn't use this to hold filament spools while they're being used by the printer, only for storage between uses.
