This is a spool holder for the "Very Strong Trinus Spool Holder" designed by Sylvian42. It's designed to hold multiple spool sizes and features adjustable tension. To build one, you'll need two of each part, four skateboard bearings like those used in fidget spinners, a long 3/8 bolt, two 3/8 nuts, and some washers. First, press the bearings into each side of the two cones. It's a tight fit, but you should be able to do it by hand. Next, insert the bolt into one of the tubes so the head sits in the hex. Add a washer, then one of the cones with the thick end towards the tube, another washer, and the first nut. Tighten the nut down with your fingers as you go. As the cone spins less freely, you'll set a minimum tension on your spool. To attach the spool, place it over the bolt so the hollow center rests on the pointy part of the cone. Then add the other cone with its pointy end toward the spool, followed by a washer, then the other tube, and finally the other nut. You can use the hex in the tube to screw everything together. The tighter you screw it, the more tension on the spool. Sylvian42's brackets hold the tubes in place, so they don't need to spin.
