Print with a 0.1mm - 0.2mm layer height with support touching the build plate. The more infill, the better since it will spin longer. some cleanup with a file is needed at the end of the print.
A simple spin top toy that I designed using Tinkercad. The file called "Spin Top Original" is designed to print with the cone upwards with support. The file called "Spin Top Less Support" is designed to print with the cone upwards and in two pieces, so less support material is required. The two halves must be superglued together after printing, for the model with less support.
