This is a protective shield for the Soothies pacifier that safeguards the rubber end from environmental factors when it's not being used by the baby. It snugly fits over the entire rubber part and remains secure even during rough handling. Update 3/3/2019: A loop has been added to the cover (version 11) allowing it to be clipped onto a pacifier holder or other convenient storage solutions, keeping it readily accessible when not in use.
