Small ABB lockout handle type 2

Type two of the ABB lockout handles, since there are two types of isolators. One type has the lockout plate centered, while the other is offset from the center. These have been designed with only one hole for the lock or hasp, unlike the original three-slotted design. This makes them strong and allows us to use only one lock or hasp at each isolation point.
