The Emporis database defines skyscrapers strictly as buildings that exceed 100 meters, with a clear distinction between tall buildings (ranging from 35 to 100 meters). Conversely, the SkyscraperCity organization defines a skyscraper as a structure surpassing a height of 200 meters. Despite efforts by governing bodies such as the Council on Tall Buildings and Urban Habitat, there remains considerable ambiguity regarding categorization methods and criteria for determining high-rise structures. A building that fulfills the general classification set forth by this council typically contains residential, office (or commercial) or industrial premises, a significant aspect being its elevated floors. Hence, broadcast towers including radio and television stations are notably excluded from rating schemes under these definitions. The Council offers three parameters to calculate a structure's height - measured starting at the lowest access point, namely: 1\. **Structural Height:** The main criterion is determining the highest elevation of the building above ground level until reaching the tip of spires or the very last vertical supporting element.
