It required a lot of hassle and was, let's say... an unpleasant experience. So I came up with this simple extractor. Screwing the original screw into the dowel through this part will pull it out from the wall. It is made for M5 screws, so if it's your case, you can use it straight away. In other cases, I have included a Fusion 360 part for You to modify it. It's parametrized, so it should be a no-brainer :) Keep in mind that different dowels and screws combinations may need different lengths of the tool, to achieve the desired effect. The screw should go into the dowel just enough to grab it, but not too deep, as the dowel will expand and block inside the wall. Print as it is with 100% infill and thick walls. I was using 0.5 mm line with 1.5 mm wall thickness.
