I designed this deck vent keeping in mind what already exists, the example given. Basically it's the same concept with the troublesome screw thread mechanism removed and replaced with helical steps, when the centre vent is rotated it climbs the helical steps opening the vent at the desired incremental steps and held in place with a downward spring force, there is a flouro coloured strip on the inside of the bezel to indicated that the vent is open, upon closing the vent this indicator would be covered and not visible. At final closing there is a lock position applying a mechanical force for final sealing. The vent and sealing cap are held together with a nickel plated button head screw which is screwed into a brass insert which would be insert moulded into the shaft of the sealing cap. The main components I believe can be moulded using one of the marine developed plastics available at the following link http://www.sabic-ip.com/gep/en/IndustryApplications/ApplicationsDetail/nopaintweatherable_marine_transportationoutdoorvehicles.html except for the main deck vent cover which would be stainless steel, I have three versions of this, couldn't decide which one so I uploaded all of them :) I also managed to design the vent to be an open structure avoiding any jamming and ease of maintenance. I didn't have time to make pretty pictures so please excuse my presentation.
