If you have an older RV it probably has a crank up antenna. these corrode, need additional components for the current generation of OTA TV signals, and frequently leak through the cable attachment. This design allows you to use the same location and feed through cables while upgrading to the "flying saucer" antennas. The plate allows plenty of surface area and creates right angle labyrinth seals for using RV roof sealant to keep water out. The crank hole plug covers where the mechanism went on the inside of the coach.
