Well, two silly party rules that roughly translate to "If you came - join in" and "If you cracked open a beer, drink it up". Made so that 1. people actually participate in the fun if they show up and 2. there are lots of those who crack open a beer but leave it unfinished, wasting perfectly good brew for no good reason when someone opens it one night but doesn't finish it before moving on to something else the next day.
