Rotary valve operates by spinning a wheel. This wheel has a series of slots cut into it that open and close as the wheel spins. When the slots align with an inlet, air or fuel is allowed to flow through, but when they don't, no air or fuel flows in. The rotation speed determines how fast the valves open and close.
